Central Intelligence Agency Director William Burns warned that Iran providing ballistic missiles to Russia would represent a “dramatic escalation” in their military cooperation, potentially worsening the conflict in Ukraine. Speaking alongside Richard Moore, the head of MI6, at a Financial Times event in London on September 7, 2024, Burns highlighted the deepening defense relationship between Moscow and Tehran.

Bloomberg reported that Iran has already sent ballistic missiles to Russia, defying warnings from US and European officials. Burns did not confirm the transfer but stressed that such a move would significantly heighten tensions. Moore emphasized that the use of these missiles in Ukraine would have devastating effects, including civilian casualties and damage to infrastructure.

Burns also described the defense relationship as a “two-way street,” with Russia’s support potentially enhancing the effectiveness of Iranian missiles. He reassured that the Biden administration will persist in supporting Ukraine but cautioned against underestimating the risk of escalation.

The intelligence chiefs also criticized alleged Russian sabotage activities in Europe, described as desperate and involving criminal elements. Both Burns and Moore expressed hope for a cease-fire between Israel and Hamas, noting that a resolution could lead to normalization between Israel and Saudi Arabia, countering Iranian ambitions.
